Export Control Framework

A CASG Systems Program Office (SPO) was transitioning from a primary platform-based SPO to becoming a broad RAAF training support SPO, which required a reformed Export Control framework. The new requirement was to support an extensive range of live, virtual and constructive training technologies and services, all progressing through different phases including acquisition, development, sustainment, and in the case of the previous primary platform, disposal. The task to reform the SPO Export Control framework was to be enacted within a resource-limited environment.

BRG provided an Export Control SME with an extensive aviation background to contend with the challenge. A deep understanding of the complexities and priorities was sought. A plan was formulated over time, to:

  • Manage the backlog and immediate disposal priorities;
  • Unblock the restrictions on new and upcoming capabilities; and
  • Create a streamlined and future-proofed framework which maximised the “working smarter” concept.

In enacting this plan, strong internal relationships were built to support coordination of the various component tasks to enable teamwork and creative collective brainstorming at every step. Secondary resources were trained by the SME, while select tasks were allocated to both develop them and overcome the sheer quantity of accumulated backlog. Careful coordination and resource management led to both a bettered workforce, and the overcoming of the initial firehose of outstanding activities.

Drawing on extensive policy expertise and regulatory experience, the SME sought to customise a set of solutions moving forward, which would require exploration and probing of policy and regulatory limitations. This involved engagement with Defence’s relevant central policy area, our Embassy in the US, and other export control networks.

The Export Controls function was brought under control within the SPO, and multiple individuals have been coached in Export Controls, raising awareness and education levels SPO-wide.

The plan was enacted successfully and in a timely manner, in time for a deadline for the sub-capability’s participation in a top RAAF exercise priority.

The BRG SME was awarded a Commendation by the SPO Director, with thanks from the SPO’s customers and industry partners, for outstanding leadership, commitment, and dedication in enabling RAAF capability, for navigating a workable solution to significant issues, and for coordinating stakeholder engagement such that harmonious relationships were established with contractors, other units and the central policy area. BRG had once again provided a tailored, customer-centric solution to Defence’s requirements.
