The team recently overcame a challenge to reactively respond to an update to the Defence Security Policy Framework (DSPF), WRT to the storage and management of SECRET information. The policy update mandated that an existing SECRET Capability Node, which was housed in a Protective Security Zone (PSZ)2 Facility needed to be transitioned to a minimum PSZ3 area of which the deadline for compliance had already passed.

In exploring mitigation options, the team faced multiple constraints including non-VFM tenders from industry to update the area from PSZ2 to PSZ3 and a confirmation from the respective Base Manager that there were no other available existing facilities available in the region for the transition. The Team conducted a thorough analysis of the Base and ascertained through detailed discussions with SADFO, SENGO and BM, that an area on base currently earmarked for demolition, was a suitable location for the establishment and relocation of the SECRET Capability Node in question. The team formally acquired this area through Security and Estate Group due process.

Due to timing constraints associated with the passed compliance deadline, the team needed to expedite the procurement of a suitably accredited facility to house the SECRET Capability Node. Through extensive due diligence and consultation with Materiel Procurement Branch, a Sovereign Manufacturer and Product was identified and procured under a Sole Source approach to market, which was substantiated by MPB confirmed exemptions under Division 2 of the Commonwealth Procurement Rules.

Overall, the team overcame multiple constraints on this project, and was able to identify and deliver the Capability solution by leaning on our in-depth knowledge of Defence Security & Commercial policies, Physical and System Security requirements and our ability to engage and influence stakeholders at all levels.
