Project Management

BRG has been actively supporting a highly complex multi-billion dollar project in CASG which will deliver a new sovereign-controlled capability to the Australian Defence Force (ADF). The CASG project has been affected by the lack of skilled workforce leading to a potential impact on the Project quality and schedule. CASG continues to be unable to obtain the required workforce (both number and required skillset) which is impacting the ability to meet the schedule to Gate 2. A Request for Tender was released in early 2021 but the project was facing significant challenges to conduct the required tender evaluation with shortfalls in skills and experience across all areas within the project. Most significantly the pivotal role of lead for the Project Management Tender Evaluation Working Group (PM TEWG) remained unfilled.

The tender evaluation was broken down into six Tender Evaluation Working Groups (TEWGs) comprising of Project Management, Engineering, Logistics Support, Finance, Australian Industry Capability and Commercial. Overall, the tender evaluation organisation comprised in excess of 100 core evaluators and expert advisors. While all TEWGs were led by a senior public servant at the EL1/EL2 level, the role of the PM TEWG lead remained unfilled and BRG was able to nominate a senior Program Manager thereby ensuring that the tender evaluation was able to proceed on schedule. The role of the PM TEWG lead was pivotal to the successful conduct of the tender evaluation and was directly responsible for key aspects of the evaluation such as: the suitability of the tenderer to perform the obligations in the draft Acquisition and Support Contracts; credibility of the tendered schedule (both Acquisition and Support); project management processes; critical security aspects; facilities delivery; risk management; interface and transition risk; and assessing the tenderers commitment to fostering a constructive long-term relationship with the Commonwealth.

BRG was able to provide a senior Program Manager with significant experience in the delivery of complex Defence projects to lead the Project Management Tender Evaluation Working Group. This ensured that the tender evaluation was completed on schedule. BRG will continue to play a pivotal role during Offer Definition and Improvement Activities, contract negotiations and potentially project delivery due to its demonstrated commitment to providing personnel that have the required qualifications and expertise to not only meet but exceed the customer’s needs.
